of it on the table as the city of los gatos faces off with residents over plans for some 400 affordable housing units. can they find a right fit in a city known for affluent homes and an upscale lifestyle? george kiriyama was at the meeting. how did it go? >> reporter: it is still going on right now and it appears the town council is ready to send it back to committee after a very intense public hearing. they may revisit some of the 36 other sites and see if there are better locations. the number one concern from the dozens of neighbors who spoke, number one, increasing traffic followed by decreasing property values. then the quality of education going down. that was the third concern. there are a few locations where the more than 450 affordable housing units would be built but the walnut orchard near highway 17 and highway 85 is the one where many feel building more homes will turn an already congested area into a bumper-to-bumper traffic nightmare. the neighborhood is a one way in and one way out and there's worry property values will go down if high density housing comes to the area. families with

to bring hundreds of affordable housing units to los gatos. the community not known for its affordability. matt keller is live tonight at the council meeting and says that critics say the housing prices are unfair. >> reporter: as you can see the meeting is still going, people are sitting in over flow seating. the town is considering a special zoning for this property and four others clearing the way for the possibility of high density apartments including about 250 units on this stretch of open road. >> another 60 units going in there. and then way back over there is an area that is probably going to be a lot taller and has 128 units going in there. >> reporter: the problem according to many neighbors is not affordable housing for los gatos but where these projects are going. here where the five properties are located, all within the northern part of town and all within the same raidous. 87% of the affordable housing will be in 14% of the town. >> let's spread it out and be fair. >> reporter: los gatos is in a unique position. the state requires a number of affordable housing. but others

. ktvu's janine de la vega is in los gatos to explain about the end of the payroll tax holiday. >> reporter: good afternoon. this tax cut has expired and it will affect every wage earner. most people that we spoke to this morning had no idea that it would affect their paychecks this year. now, here's what workers need to know -- the -- the past two years, americans were enjoying a boost in their paycheck. they lowered the social security tax to 4.2%. that measure was put in place in 2010 to help boost the economy. now the payroll tax is going back up to 6.2% which means less money in your paycheck. we spoke to a consumer psychologist who said it will likely cause people to spend less. >> when people get less money, a reduction in the amount of money they have to spend, they sort of react in a major kind of panic and stop spending or are in denial. one of the two. >> it will be okay. i just have to save a little here and save here, don't spend here. >> reporter: here's a breakdown -- the average family making $50,000 a year will see their paychecks decrease by $1,000 a year. the

could get a little fiery tonight when the topic of affordable housing gets up. los gatos is to plan for 500 affordable housing units in years to come. some residents are questioning the possible sites chosen. kris sanchez is live with more on tonight's vote. kris? >> reporter: hi there, janelle. a lot of the residents who say they're going to come to this meeting say not only were they left out of the process, but they think their town should be pushing back against the state requirements. this man and his wife said they found out the plan for affordable housing as they were putting the local newspaper into their bird cage and saw the town's legal notice. otherwise they would not have known the empty lot across the street from their town is in the overlay zone. >> it segregates the affordable housing to a tiny part of town, far from downtown. ultimately does a disservice to the affordable housing residents and to the town as a whole. >> reporter: he said there's a better way to create affordable housing without devaluing properties and putting stress on local school districts. he an

that the school, the high school in los gatos, led by a very strong, great principled people, brought in an organization to help and after all i should preface in 2009 was a brutal year for los gatos high school, they lost two other students shortly before jill died. the school and principal brought in a counseling group called cassie, counseling and support services for youth, embedded counseling. and their job was to change the culture, very much what we've heard today, change the culture to get rid of the stigma of mental health and understanding that a lot of these kids feel anxiety and stress, they need someone to talk to. they just don't have the perspective that an adult has. >> one of the things that struck me was the boys were interviewed, they knew they were in trouble, but i didn't hear them say i'm sorry, i shouldn't have sent the picture on. >> the three boys were arrested and they complied with a vuft stis program and part of that program was to write a letter to jill apologizing. as one could expect there is a spectrum of responses. some were very, very sincere. s
